RateLimitPurpose
The closed set of purposes a real rate-limit hit can name (spec §4.2).
A 429 always carries exactly one of these so a caller can tell a budget
(workspace/monthly_quota) from a derived abuse cap (subscriber)
from an admission/anti-enumeration limit (ip/email/api_key/
session) without parsing prose. A fail-closed store fault (503) carries
none.
